That's not a Fedora kernel. Disabling utrace only disables ptrace if the kernel 
actually has the utrace patch. :-)

(The quick hack solution to that problem is to ifarch the utrace patch, not 
just disable it in the config. Some other secondary arch teams have done just 
that.)
