FESCo elections

Well, yes, the President.  That person, once elected, then appoints a
whole series of sub-administrators.

So, to do FESCo elections the way the US government is structured, we
would *all* (all citizens) elect the FESCo chair, who would then
populate FESCo with appointments.

The problem is, trying to apply real world examples ("technical",
"political", "administration") where they have nothing to do with the
situation at hand.  Why are we binding ourselves with these meatspace
distinctions?
