Every single 64 bit AMD processor supports it, some 32 bit AMD processors
too, probably at least the laptop intel processors.

How could it be not useful? laptop benefits are obvious, desktop win on
energy bill and loudness factor (also badly ventilated cases will die if
you move them from cpufreq windows to fixed freq linux)
