Yes, it does.

$ rpm -q --whatprovides /usr/bin/mailq
sendmail-8.13.8-2
$ rpm -ql sendmail |grep mailq
/usr/bin/mailq.sendmail
/usr/share/man/man1/mailq.sendmail.1.gz

Making a file %ghost, when multiple packages use the alternatives system
for a shared set of paths, would be wrong.
