`line` missing in RPM

Its functionality is easily replaced by "head -n1".

The change appears to have been made in revision 1.23 of the
util-linux specfile, though there's nothing specific in the (rather
large) changelog entry about the line command.  the closest I see
(without digging through the various bug numbers listed) is:

* Sun Feb 02 2003 Florian La Roche <Florian.LaRoche at redhat.de>
- rebuild to have again a s390 rpm
- disable some more apps for mainframe
