Could a real minimal install be added in F7 or F8?

Again, the solution to your problem is to look at comps at rework its
group lists (and open bugs when some package links block a worthwhile
part of the reorg). Won't be "fixed" before one of the people that
want a smaller minimal install do this work no matter how many
messages are posted on the lists.
