How do you find this? (I've not verified it with my owner checker, but)
in clamav-data-empty package the file is just a %ghost

This looks interesting. A conflict in directory access permissions (755 in
inn, 4755 in leafnode).

inn and leafnode are both news servers and, at run-time, cannot co-exist
without additional customisations by a freaky admin. Asking FESCo to
permit adding a "Conflicts" if the dir conflict cannot be resolved,
would sound plausible.
