selinux-policy semodule install problem

I upgraded my F8 system from -44 (F8 GA) to -48.
Then to -51.
Then I noticed tomboy stopped working with:

tcontext=unconfined_u:system_r:unconfined_t:s0 tclass=process

nirik said tomboy was working for him with -47, so I tried to downgrade 
to -47.  I see this during the RPM transaction.

semodule:  Failed!

Now whenever I try to upgrade or downgrade to any version of 
selinux-policy I see this error.

Any idea what is going on?
