It matches this ... now ... I did not check right after the upgrade
though. The selinux-policy package have been updated since then so it
is possible that this could have been corrected already.

dbus is running. I suspect that it had issues coming back up after
getting updated as there were a lot of system_bus_socket: Connection
refused messages scattered throughout the upgrade and they started
shortly after dbus was updated. Now my /var/log/messages is pretty
quiet so I think dbus is happy after the post-upgrade reboot.
