Not consistent with the procedure in other cases like e.g. "xdvi" and "tetex-xdvi" which do use "Xaw3d" by default, and where an alternative "Xaw" build doesn't exist either. Wouldn't they be afflicted by hypothetical "Xaw3d" issues, too?
