You have to think carefully.

Your source package has a list of BuildRequires.  That is the starting
point for filling in the buildroot.  You take the list of
BuildRequires and translate them to actual packages (like say
kdelibs-devel).  You then take those packages and depsolve them, IE
process their REQUIRES.  You do this until you have a fully solved set
and then you install it all into the buildroot.

So only /your/ package BuildRequires are processed.  After that it's
all about the Requires.
