CD audio: preference to limit drive speed?

I personally stopped buying CDs completely 5-7 years ago. Actually
there is no way to play these funny pieces of plastic in my home :).
Downloading music is better, easy and handy. Also its more easy to
share with friends by sending them torrent-link or opening ftp-access.

I wonder why torrent- and ftp-software still not prohibited by US laws :)
