As dvb is probably always mpeg2 there won't be a free codec, but I think
 it should not depend on a codec nor decode-library as videoplayers
don't do that too. At least it could work with 3rd party stuff.
If that does not fit fedoras needs (if distributed software must be
usable) you would have to try 3rd party repos.

As far as I know there is no mpeg2 decoding done in a dvb driver (it
will probably come from videolinux rather then from the hw-mf.
