It could indeed be a way to ensure that the file is still there. There
is still the issue of avoiding dependencies on files outside of /etc and
*/bin, and one could also imagine a situation where there are a lot of
links.

It really depends on the situation, but, agreed, having a file
dependency solves adequately the issue in many cases.
