The waiting bit is done.  I fixed X to issue both VT_ACTIVATE and
VT_WAITACTIVE on both startup and shutdown for exactly this reason.
When the X server process exits, it is off the hardware, guaranteed.

If you have startup profiles from reasonable machines where we're taking
more than, oh, four seconds to start, I'd love to see them.
