Why my rhythmbox can not import some mp3?

Ken; first of all MPEG is patent encumbered and thus not supported on
fedora -- you probably have problem with a 3rd party package,
gstreamer-plugins-ugly.

Does it work with other versions of gstreamer, gstreamer-plugins-ugly
and rhythmbox? Do you have a sample file that can reproduce the problem?
