Pretty slim chances that whoever configured the wireless network is
using the same encoding as whoever configured LANG.

Either that or use "byte value = unicode value" (ie. 0x01 = 
, 0x7F = ,
0x80 = €, 0xFF = ÿ, etc.) and let Pango render the characters (to at
least differentiate the characters from each other and from the "?"
character).
