Yes, by either ignoring your non-existent guidelines or just treating the 
current unfinished draft as authoritative. IMHO that's not something to be 
proud of.

How is this better than ./configure working out of the box (as it would with a 
proper pkgconfig setup)?

Now if -lOpenThreads is really _all_ that's needed and on all platforms 
supported by upstream, then not using a configure check at all might work 
(still, it doesn't allow checking that the library is there and of the proper 
version, which pkgconfig allows), but requiring CFLAGS and LIBS to be passed to 
configure by hand is hardly a workable solution.
