I am somewhat inclined to disagree with a package living only in EPEL.
EPEL packages are Fedora packages built and/or modified for Enterprise
Linux.

If someone would like to code it, or even just provide a mockup (where
it belongs in the URL hierarchy, form elements, who should be allowed
etc), there's an open ticket to do this via the packagedb in the future.
Having the fields added to a web form means that cvsadmins wouldn't
have to spend time cut and pasting the values which would be greatly
appreciated by all the cvsadmins I know.
