Adding /sbin and /usr/sbin to everyone's path in F10

Considering the rising popularity of virtual machines in the server
world, it doesn't seem like that special of a case to me.

I'm also trying to illustrate the slippery slope and the inevitable
arguing. Thanks for helping. :)
