"make build" produces FAILED: BuildError: package E not in list for tag dist-f*

In cvs, trying to run "make build" to create a new
repository package gets me errors like this:
  FAILED: BuildError: package E not in list for tag dist-f8-updates-candidate
(the same for F-9 and devel).

Is "make build" supposed to work now?  If so, any suggestions?
