The outright elimination of risk is never the true goal of a mature
risk management process.

Risk management is about defining what minimum acceptable levels of
risk are and then implementing a mix of engineering and policy
solutions which bring the risk inline with that acceptable level.
Sometimes that acceptable risk is zero, sometimes its not.  But you
never assume at the beginning.
