In other words you don't have enough interest to make the project work. If you
had enough interest you'd soon find bandwidth and infrastructure. The Debian
project appears to manage this just fine and several of the well known current
distributions started out as a small group of people.

Your infrastructure estimates are pretty ridiculous. If it takes you more than
a week to kick start a basic build environment for doing security updates and
you can't find a linux related site to host your stuff initially you are
doing something wrong or don't have enough interested skilled people.

Remember Fedora existed originally as a volunteer additional set of repositories
before it ever teamed up with Red Hat. They seem to have managed quite well
as a volunteer project on their own.
