rpcbind forced userdel/groupdel on package install/upgrade?

I guess on upgrades, there should be a check to ensure 
the 'rpc' user exists... if not then create the user.

But it is overkill removing/creating the rpc on
upgrades... maybe I missed it, but is there a bz open
on this?
