But why not just block any other access?  A tape drive wouldn't work 
well with 2 writers but unix systems can usually prevent that without 
breaking a running session because someone else logs in nearby.

People don't plan when emergencies are going to happen.

If you knew you were going to have an emergency you'd probably do 
something to avoid it instead of planning how to avoid a surprising loss 
of device access.
