I agree that the question of inlcuding VirtualBox is not a question of
portability as the format of VMs is not touched by how the kernel driver
works internally. If fedoras kernel maintainers do not want
a) externel kmods
and
b) the VirtualBox Kernel driver
that is a decision that has to be accepted.

The question remains if some RedHat employees could encourage
Innotek/Sun to redesign the driver in a more acceptable direction.
This would IMO improve Fedora and RHEL as there is currently no OSS
Solution like VirtualBox shipped.
