Anaconda needs new locale thinking. (was Re: How important are ISO standards to Fedora?)

A <sarcasm> tag missing?. Please, this is so completely backwards. 

IMO targeting Joe Average means only choices of UI language and
location.  And for that matter it would be good if these two are auto
preselected based on whatever data the installer could gather (bios
settings, real IP).

The duple of UI language and location should give enough for reasonable
defaults everywhere, not having those defaults, in glibc or other parts
of the stack should be considered a bug.
