Anaconda needs new locale thinking. (was Re: How important are ISO standards to Fedora?)

Aren't we asking where computer is located in anaconda in order 
to set time zone right? Or is this post-install dialog (which 
should be totally eliminated IMHO, because its' content is 
entirely system-wide and should be part of anaconda)?
