mock 0.8.9 will not build anything

What is in /var/lib/mock/epel-4-i386/root -- is there an installed
buildroot? What happens when you run the following by hand (as root)?:

/usr/bin/yum --installroot /var/lib/mock/epel-4-i386/root update
