That would mean keeping "RHEL stable" + "RHEL + Fedora updates that make
sense"; twice (or thereabouts) the work, no gain. Won't happen.

But that is exactly /the/ selling point of RHEL... the old Red Hat model
didn't work too well because the result wasn't stable enough.

If you want it, pay for it. I.e., join the "Fedora LTS SIG" that was
proposed here, and work to make it happen. You will see it is /much/ harder
to do than it looks, and thankless work to boot. It is easier just to
upgrade from time to time.
