Downloading? For what?
"Icon: " should contain icon name from icon theme.

Eg banshee package would contain "Icon: banshee" in SPEC.
Hicolor icon theme would contain this icon and PackageKit would display it.

Nah, you just embed the icon in the metadata like windows does for .exe

Hmmm, I have idea to realize it.
All icons (those not available in icon themes) should be contained in
hicolor-icon-theme.
