Yes.

Yes, some.

Not at first. Because everything that depends on perl needs to be
rebuilt, its not a straightforward "rebuild what I own" process.
I've got the first 300 or so dependencies in a list, and I'm
chainbuilding them in the dist-f9-perl tag, as not to completely break
rawhide.
Once I get those done, the plan is to merge the packages in dist-f9-perl
back into rawhide. Then, the individual maintainers for whatever remains
broken in rawhide will be able to rebuild them.
