Koji build error (f8-x86_64): Missing Dependency: tcl = 1:8.4.15 is needed by package tk

On the following build:

I'm getting this error in my root.log:

DEBUG util.py:261:  Error: Missing Dependency: tcl = 1:8.4.15 is needed by 
package tk

This built fine in mock on my local server; any ideas?
