The URL:

http://download.fedoraproject.org/pub/fedora/linux/releases/9/Fedora/ia64/

works fine, just like the primary arches.  

http://fedoraproject.org/wiki/Infrastructure/Mirroring describes how
to mirror secondary arch content.
