There is an extremely high bar to meet when it comes to kernels or
kernel patches.  There's been several round of discussion concerning
kernel patches and alternative kernels. I think the precedent is
deeply set in this area with regard to the insistence that new
patchsets are upstreamed .

You will absolutely fail to have a separate kernel package built as
part of Fedora.

You will most likely fail to get the current kernel package patched,
unless you can demonstrate that the patches you want are making
forward progress towards adoption in mainline and you have the
manpower to help the current kernel maintainers to keep the patchset
maintained in Fedora kernels until its mainlined.
