Can you add a topic to discuss the holding back of packages entering
the collection where Guidelines for those packages are not yet approved?
ie, the recent "Java packages, guidelines, ..." thread?

We should be consistent and block all packages that have guidelines
pending but not approved, or allow them all, IMHO. 

In any case, if FESCo could discuss this that would be great.
