Rawhide graphviz/libltdl.so.3 breakage?

I got this in the build log (WARNING: 20.3 MB):

when building the kdelibs-apidocs:
dot: error while loading shared libraries: libltdl.so.3: cannot open shared 
object file: No such file or directory

Something there seems to be broken. :-(
