That's not a common use though (and certainly not an "emergency console
access" case).  Even then, what do you mean by "prepare"?  I run a
mirror (as well as a mirror at home), and I've built custom images, but
I've never done anything that touched every package.  If I really need
to mess with them, I can use an appropriate tool.
