Upstream error reporting

No policy, but let common sense be the rule.  In any particular case,
when/if letting fedora maintainer to be a point of contact makes sense,
sure.  Oftentimes, it's not practical, some examples off the top of my head
include:
1.  maintainer can't reproduce problem reported
2.  it's an upstream bug, not fedora-specific.  One of fedora's principles
includes working upstream as much as possible, and that should apply not
only to contributers, but to our users as well.
3.  maintainer doesn't have time/energy (for whatever reason).  lame excuse,
but often reality.
