Actually, the screenshot was of a GDM using compiz. :)
But yeah, it isn't enabled by default for the same reasons it isn't on
by default for user sessions.
You can play with compiz in the greeter by setting the following GConf
key to true for the "gdm" user (or in GConf defaults):
/apps/gdm/simple-greeter/wm_use_compiz
