Well, after trying about 10 times to edit ifcfg-eth0 and restart
network, I finally get something.
RTNETLINK: File exists.
Error adding 192.168.1.15 for eth0.
but it seems to have worked.
I check ifconfig and now the address is static. So that was weird.
