procedure for renaming a package

Indeed, and I think that that part of the procedure is already correctly
documented in
http://fedoraproject.org/wiki/PackageMaintainers/PackageEndOfLife

How to create th enew package is undocumented, however if it is a
regular review, it shouldn't be hard to document it.
