Splitting a package apart - normal package review needed?

We're pondering splitting the ghc (Glasgow Haskell Compiler) package
into two: bsae ghc (retaining the ghc name) and ghc-platform (standard
libraries). The need for this is driven by the fact that ghc and its
standard libraries are going to be developed separately, and released
on different cycles. (The "ghc-" prefix for the platform package
merely denotes that it's Haskell code built to work with GHC.)

Given this, is there any reason to put the new ghc-platform package
through the normal package review process, or would there be some way
to fast-track it?
