Virt* , s-c-display , desktop-effects - Translation submission issues!

I did some of the translations for these three yesterday morning, and
rebuilt in Fedora.  But then I had to leave and I notice having just
got back that there are about another 20 translations waiting :-(

I think we've missed the 21st deadline for F10, but I will try to do
these later on today anyway.

I did some of the PO files for this as well, but there's another
unrelated problem which stops me from uploading a new version into
Fedora.  I'm rewriting it at the moment (although it's basically a
"translation" .. of the code so hopefully many messages will still be
applicable).
