Agreed. That's very strange that this is not used more for publication.
Maybe people prefer docbook and xml in general.

As far as I can tell, no. No SIG, nothing. At the same time, I think
that waiting for texlive-2008 to know how many packages should be
packaged to have texlive coverage (400? 2000?), how we agregate stuff
would make sense.
