Package review backlog.

While of the topic of package review ticket backlog what is the rule
of thumb for people closing of tickets for package reviews that have
been long in Fedora (I know of one that is still open but the package
review done and its been in there since F-7). Do we just close them
off if the people in question haven't done so? Oh and I did make a
note on the ticket asking about it.
