Actually, I already committed this:
http://cvs.fedoraproject.org/viewvc/rpms/python-basemap/devel/python-basemap-0.99-geos-3.0.1-runtime-check.patch?revision=1.1&view=markup
and the build is now running. Does this look sane? (As for testing, it can be 
done once it's built, it's not like it can get much worse than not working at 
all. ;-) )
