Reasons to preseve X on tty7

And as a distro developer, we can do things like disable all
gettys by default, catch VT switch events with ConsoleKit, fire off events,
and start mingetty on demand.

(Well, not quite yet with upstart. But that really seems to be the
logical answer.)
