How important is comps.xml to us these days? Which packages should be in comps.xml and which not?

Yes/no/partially.
A group for which some, but not all packages are installed is "partially 
installed" and would be represented by the tristate's "intermediate" state (the 
one with the gray checkmark).
This is a very common idiom in software installers.
