Should we mount with reltime as default?

It makes sense to ship as close a kernel as possible to upstream -- in
this case, should the 'relatime' be introduced in the userspace
somewhere, though? Whichever utility (anaconda? hal?) touches
/etc/fstab should add 'relatime' appropriately.
